Changes to hoopla Access for eCard Holders

Tacoma Public Library has a strategic priority to be responsible and resilient when using our limited resources to provide access to a variety of materials and services. As such, we consistently review our spending and must make decisions for the longevity of our library system's resources.

As material costs have continued to rise in recent years—particularly for eBooks and eAudiobooks—we’ve had to make some tough decisions to maintain the sustainability of our services. 

Our hoopla spending nearly doubled over the last four years, which led us to impose a limit of five hoopla checkouts per patron. Despite decreasing the number of hoopla checkouts per patron, expenses have not decreased.  

How is hoopla pricing different than other eResources? 

The hoopla pricing model is cost per checkout which makes controlling our monthly spending difficult. eBook and eAudiobook popularity continues to grow with eAudiobooks, which now make up more than 60% of all hoopla checkouts. Because hoopla does not follow the traditional model of buying a book and circulating it in perpetuity, we need to take additional steps to ensure our resources are used responsibly and equitably. 

What’s different about eCards? 

eCards were created to make getting a library card easier through an online application process. eCards are the first step for our patrons to upgrade to a Standard Card. eCards expire after six months. 

Starting on July 31, 2025, we will discontinue hoopla access for eCard holders. This change is part of a broader effort to reduce costs and curb misuse while continuing to serve our community. All affected hoopla users will be notified via email. We encourage eCard holders to visit any of our neighborhood locations to upgrade to a Standard Card. With a Standard Card, users can continue accessing hoopla and other digital services.
